A woman's nipples can become erect from sexual touch, change of temperature, brushing against fabric or many other non-sexual reasons. As to becoming erect from another person's gaze, I believe that would be rare but I have no way of knowing this. Since most men are totally titty focused, women would have erect nipples anytime they are in public. Why don't you ask the women you are curious about herself? Or are you just checking up on your girlfriends undying love for you, and you alone?

Was looking at a favorite pinup model today named Suzie Q. Her interview mentioned how she retained her nipple sensitivity while going from a B - C size to a D cup.
