I think the message is that
There must be a HIV test that only requires a drop of blood. There is a quick test that utilizes a drop of whole blood that is used in STD clinics apparently. I'm not too familar with it because we deal with patients who have already been diagnosed and our doctors order many tubes of blood to test our patients with.
